Individuals who are residents in Singapore may benefit from tax free shopping while in France. The goods and the tax-refund documents should be submitted to the Customs when leaving the European Union.
It may happen that the traveller is not able to accomplish this formality for reasons beyond his responsibility : late arrival of a connecting flight, closure of the custom office etc.
In these circumstances, the Consular section may, upon a specific request and after having seen the goods in question, issue the buyer with an attestation that he will mail (together with the tax-refund slip) to the Tax refund company who will itself submit it to the French Customs.
The Consular section can only issue an attestation for goods bought in France, and within three months after the date of purchase.
A fee of the SGD equivalent of 27 euros per slip will be charged.
The following elements should be provided :
A letter (in French or English) explaining why the formalities could not be carried out upon departure from France,
Passport (as a proof of entry/exit from France,
Any other elements as proof of the impossibility of having the documents stamped at the Customs office,

NB : The decision to accept or reject the Tax-Refund lies with the French Customs Administration. The French Embassy in Singapore can therefore not guarantee that the Customs will give a positive answer. From experience, the "late arrival at the airport" reason is never accepted.
